Follow Virginia's money to the weapons supply chain

Three Virginia institutions connect, by different routes and with very different levels of proof, to arms makers and shippers that campaigners say supply Israel's military. This page maps 42 of the 73 recorded links and marks each one documented, alleged or unverified, so you can see what is established and what campaigners claim.

Three bodies, three money flows

VIAB Virginia-Israel Advisory Board

A 31-member advisory board created in 1996 and housed in the legislative branch (Code of Virginia § 30-281.1). Its job is to promote Israeli business investment in Virginia and to promote US-Israel BIRD research grants. State appropriation: $316,655 a year for FY2027 and FY2028 (per HB30 as introduced; enacted amount not confirmed). The BIRD grants themselves are US and Israeli government money, not Virginia appropriations.

VEDP Virginia Economic Development Partnership

An independent public authority that recruits companies and administers the Opportunity Fund and job-training grants. Appropriation: $60,913,402 a year (FY2027-28). It gives grants to any company, defense firms included: Elbit America in Roanoke ($1,788,000) and L3Harris / Aerojet Rocketdyne in Orange County (state commitments of $12.5M + $5M + $110,700, plus $554,000 for a second project).

VRS Virginia Retirement System

The state pension fund for 858,057 members, about $122 billion (per the report). A nine-member Board of Trustees makes investment decisions and says it does not divest for non-financial reasons. The campaign report says VRS held about $394M in 14 arms and logistics firms as of June 2024.

What this site does not claim
  • VIAB is not under VEDP or the Governor. It sits in the legislature. We found no evidence that VIAB or VEDP influences VRS investment decisions; those links are shown dotted as unverified.
  • Elbit Systems is not in the VRS table. The Virginia money documented for Elbit is the VEDP/Governor incentive to its US subsidiary, not VIAB or VRS money.
  • We do not claim Roanoke night-vision output goes to the Israeli military. The source describes it as made for the US Army and Marines.
  • The $394M is a campaign figure from FOIA records, dated June 2024. Several of the 14 companies have large civilian businesses, and 78% of the total sits in five of them. Weapons-use attributions come from press analyses cited in the report (CNN, Al Jazeera and others) and are not court findings.

Start here: the clearest documented Virginia-money link to an Israeli-owned arms maker is VEDP and the Governor to Elbit Systems of America ($1,788,000). VRS holdings are alleged, from the campaign's FOIA data. Select any node or line to see what it means and where the evidence comes from.

Alleged Figures are from Table 1 of the report by VRS Divest from Weapons & War, the Palestinian Youth Movement and People's Embargo for Palestine (23 Apr 2026), based on FOIA records, dated June 2024. We have not checked them against VRS filings. Elbit Systems is not in the table.
